Job Description

The Vice President of Performance Measurement and Improvement will be responsible for developing the strategy for strengthening the organization’s ability to demonstrate ongoing quality and process improvement.  The VP will partner interdepartmentally to understand the business needs of each functional area and develop metrics that enable ongoing monitoring of compliance with best practices.  The VP will set benchmarks and targets related to HEDIS and performance metrics and develop workplans and interventions for improving rates.  In addition, the VP will develop methodologies that can be adopted regionally that help demonstrate Beacon’s value to its members, providers, clients, and stakeholders.

This position will work remotely 60% (3 days per week) and will require 40% (2 days per week) onsite at Beacon office location.

Position Responsibilities:

  • Oversees all activities related to performance measurement and improvement operations
  • Develops measurement plans for assessing performance and applies corrective action when data demonstrates a lack of attainment on strategic and other measures.
  • Develops an organized system for monitoring P4Ps, SLA, PGs, etc. and performs risk assessment on attainment and develops action plans for reaching targets.
  • Creates methodologies to assess P4P attainment for custom behavioral health measures using small tests of change and other statistical techniques.
  • Innovates measurement strategies.
  • Focused on outcomes and connecting process measures to outcomes to develop best practices.
  • Responsible for proliferating a culture of data and measurement, evidence-based decision making throughout the organization.
  • Streamlines operations regionally by defining and implementing data collection, monitoring, and evaluation to determine intervention success.
  • Develops QIA database and lessons learned database for intervention strategies.
  • Systematically collects interventions and their catalogues their effectiveness.
  • Responsible for Corporate QIAs and providing technical assistance to regions for adopting and adapting QIAs to regions.
  • Helps regions develop measurement plans that are concordant with Corporate measurement strategies.
  • Aggregates data across regions and reports to VP Corporate Quality on attainment level.
  • Develops data visualization methods for sharing and explaining data across the organization.
  • Identifies opportunities for improvement and makes recommendations to clinical and network quality for areas of improvement.
  • Determines strategies for assessing effectiveness of interventions.
  • Develops, design, and manage internal research projects and quality improvement activities.
  • Provides consultation to the organization regarding data needs and data analysis.
  • Responsible for business writing regarding on Quality activities.Completes formal reports.
  • Documents research efforts, methodologies, outcomes, and recommendations for ongoing research projects and quality improvement efforts.
  • Assists the Vice President in strategically implementing vision of the quality department using strategic goals and measuring success.
  • Develops value-based payment methodologies.
  • Assess cost-effectiveness for utilization.
  • Manage external HEDIS vendor for Beacon adherence to HEDIS specifications.
  • Participate in HEDIS audits from external vendors with clients.
  • Build strong partnership with data and IT teams to ensure measures are delivered on-time and are QA'ed for data integrity and compliance with measurement specifications.
  • Implements new survey strategies, develops surveys and assists with analysis.
  • Supports leadership in identifying opportunities for improvement that supports corporate goals and implementations.
  • Leads Corporate meetings related to QIAs, HEDIS, and other QI activities.
  • Perform other duties as directed.

Position Requirements:

Education: Master’s level education in public health, business, epidemiology, healthcare policy, or other relevant field.

Relevant Work Experience: 10 years mental health/substance abuse experience; experience in project management and staff supervision. Experience implementing large and small-scale quality improvement process. Proven track record improving HEDIS measures.  Experience managing large portfolio of measures.

Knowledge, Skills & Abilities:

  • Knowledge of HEDIS and performance improvement metrics; building custom reports and mechanisms for evaluating program performance
  • Skilled at excel and other statistical packages, such as SAS, STATA, SBSS.
  • Works well across teams with excellent communication skills, both verbal and written.Excellent business writing skills.
  • Innovative in project design and proven track record in project management.
  • Data visualization and dashboard development
  • Proactively implements corrective action plans and measures improvement; able to achieve buy-in from multiple stakeholders.
  • High level of presentation skills and ability to communicate complex measurement and quality improvement design.
  • Exhibits a high level of strategic and critical thinking.
  • Strong communication skills, both oral and written
  • Strong presentation skills
  • Proficient with Microsoft Office, Excel, PowerPoint, Visio
