About The Position:

The Regional COO is responsible for delivering superior clinical and operational experience at the client level.  Specifically, the Regional COO must understand client requirements, including, but not limited to, driving implementations, monitoring ongoing operations, solutioning issues, managing local market non-utilization management clinical and quality programming, and working with central operations to resource and project plan against client needs. The Regional COO has significant internal and external accountabilities, and must be effective operating in a matrix organization and working with centralized capabilities to prioritize resources and deliver against agreed-upon regional priorities. This role reports to the corporate COO and the regional Market President, and is on-point to deliver bottom-line and support top-line growth through collaboration with the Regional Chief Partnership Officer and Regional CFO on contracting, implementation, medical cost management, and meeting client needs.

Direct reports to the Regional COO include the VP, Clinical & Quality Operations,  3-5 AVP/VP Operations Pods Lead and AVP, Operations Monitoring. The VP, Clinical & Quality Operations will manage all of the regionally based clinical and quality staff, including co-located Intensive Case Management (ICM) and Care Coordination staff. The Regional COO needs to quickly build their team and ensure operational continuity through this time of organizational transformation. This will require open dialogue with cross-functional stakeholders, as well as strong accountability for delivery. The Regional COO is on-point for finding the right solutions, at the right time, for clients and for Beacon.

Outcomes:

  • Achieve 95% client retention year-over-year
  • Grow regional EBITDA by defined percent and/or dollar amount as agreed upon between CEO, Market President and CFO
  • Ensure new client wins and existing client annual benefit updates are implemented 100% correctly the first time
  • Stand-up and operate Operations Pods
  • Meet operational expense targets each year
  • In partnership with the Regional CFO, Market President and SVP of Utilization Management, set and meet annual medical expense targets
  • Increase quality and clinical measurement performance year-over-year, and reach agreed upon quartile HEDIS performance by client
  • Develop a regional operations organization to deliver against client SLAs on-time and on-budget
  • Develop and update a regional operations tools/dashboards for tracking and ensuring delivery of agreed-upon regional priorities
  • Foster relationships across regions and with central functions through coordination of best practices and improvements
  • Hire (internally and externally) and develop a high-performing regional operations leadership team

Position Requirements:

  • Education: Bachelor’s degree and advanced degree required (MBA preferred)

Relevant Work Experience:

  • 7 years+ of operations and/or program management experience in the healthcare industry (specific knowledge of behavioral health, managed care, health plan operations, risk-based contracting)
  • Demonstrated knowledge of healthcare reimbursement principles, information systems, cost management, quality improvement and customer service concepts
  • Knowledge of and experience in complying with federal and local legislation affecting managed care operations
  • Experience in client-facing roles and proven ability to interact with and influence clients at all levels
  • Experience with operational planning, budgeting, adhering to budgets, and resource projections
  • Excellent written and oral presentation skills​
