ABOUT THE POSITION

We are currently seeking a dynamic Quality and Performance Improvement Director for our Rocky Hill, CT location!  This team member will focus on leading contracted quality management programs that promote high quality clinical care, patient safety for specified State of Connecticut operated, and State and/or Medicaid funded behavioral health programs.  The position will have the responsibility to design, establish, implement, and sustain a program of quality assurance and quality improvement for specified behavioral health clinical programs or levels of care.  Such oversight will include leading a team of data, clinical and quality specialists in the identification and definition of quality metrics, the collection, monitoring, and analysis of process and outcome data, the design and implementation of necessary data systems, the reporting and visualization of quality indicators, the identification and recommendation of best practices across clinical, nursing, operational, administrative and other relevant domains, and the development of a continual performance improvement process that facilitates improved quality of care, safety, and outcomes.  This senior quality management professional will work in conjunction with the specified program’s administrative and clinical leadership and under the direction of the Beacon Vice President for Performance Improvement.

Position Responsibilities:

  1. Directs the development and implementation of a performance improvement initiative for specified public/private behavioral health program(s) that facilitates improved quality of care, safety, and outcomes.
  2. Works with the leadership within the department to establish and execute the strategic vision for the entire scope of assigned program(s), in conjunction with Beacon leadership. 
  3. Directly supervises Quality Improvement Specialists staff allocated to contracted quality management programs for specified State of Connecticut operated and State and/or Medicaid funded behavioral health programs.  A matrixed supervisory structure will be utilized characterized by shared responsibility and authority for other positions (Quality Analyst, Reporting Analyst, Data Base Manager, etc.) assigned to the contracted quality management program but working under the direct supervision of other managers.
  4. Maintains awareness of state, federal, accrediting body and industry standard programs, standards, and best practices. Effectively applies that information to the program(s) and educates both internal and external stakeholders about those elements, ensuring compliance with them. 
  5. Develops standard and ad hoc reporting and analysis for specified behavioral health program staff, identified stakeholders, clients, and internal departments, and promoting patient safety.
  6. Utilizes reports, chart reviews, surveys, inspections, and other data to drive performance improvement and promote the safety of program participants.
  7. Ensure timely collection of relevant data, distribution of regular progress reports, and submit recommendations for future improvements based on the data.
  8. Collaborate on the design of the information technology infrastructure required to support a QM program.
  9. Participates in cross-functional collaboration meetings and discussions offering performance improvement and analytic expertise to assist internal and external clients/providers to focus on actions and gain insight to trends.
  10. Interprets and determines how to visually present data in a clear and effective manner that meets the needs of the state partners and other stakeholders.
  11. Formats data and develops visual reports for the following products:  internal and external committee presentations, 1-pagers, dashboards, annual and semi-annual client reports, performance targets and clinical studies.  
  12. Maintains an awareness of current research and innovation in the field of quality improvement and quality assurance
  13. Works closely with the Quality Department, Reporting and Clinical regarding the development and implementation of provider analysis and reporting tools for specified programs.
  14. As needed, coordinates and collaborates with departments corporate-wide, including IT, Quality & Innovation, Data Analytics, Marketing & Communications, Clinical, and Customer Service.
  15. Participates as a member of a performance improvement team and/or task force as needed.


Position Requirements:

Education: Master’s in Human Service related field preferred.

Licensure: Independent licensure as a clinician is preferred.

Relevant Work Experience:
-A clinically prepared quality specialist with a background in mental health service delivery and three or more years of experience delivering or overseeing a quality management program in a healthcare setting. 
-Experience in the development and analysis of reports related to quality improvement.
-Experience in developing and implementing quality improvement/action plans.
-Ability to organize and coordinate meetings and to promote communication and collaboration among stakeholders.

Knowledge, Skills & Abilities:

  • Communicate effectively in both verbal (i.e. day-to-day discussions, team
    meetings) and written (requirements and design specifications) form, as well
    as have an overall ability to be clear and concise in all communications.
  • Proven ability to work both independently and in a dynamic team structure.
  • Analysis and problem solving
