Beacon is currently seeking a Contracts Director to join our team at our office in Chesapeake, VA. The Contracts Administrator will have full administration responsibility of all ValueOptions Federal Services, Inc. (VOFS) related contracts and subcontracts and will serve as a business advisor and compliance monitor of contracting and subcontracting agreements. This will include reviewing of contract clauses, negotiating terms, tracking compliance with contracts and responding to internal government and contracting agency inquiries. The Contracts Administrator will be responsible for establishing standards of service and for measuring performance of services provided by all VOFS subcontractors (vendors). He or she will monitor subcontractors’ compliance with all contract requirements and performance standards, conduct audits of their services, and address any service concerns. The Contracts Administrator interacts with subcontractors on a range of issues, such as implementation, interface questions, operational flow, relationship management, and issues, potential service issues/compliments, etc. This often includes resolution of any service issues. In addition to informal interactions, the Contracts Administrator will conduct formal quality audits to ensure that services meet agreed-upon performance standards and contractual requirements

What does a typical day look like?

•         Assists in coordinating all functions necessary for the timely delivery of services under contract.

•         Monitors Contracts for purpose of identifying potential contract compliance problems.

•         Ensures that all documents related to the administration of contracts are promptly filed and that files are maintained in an orderly manner, to include System of Award Management (SAM) filings.

•         Responsible for successful strategy, development, and procurement programs to maximize efficiency, cost savings, and reduce liability exposure.

•         Ensure suppliers meet defined requirements, goals, and targets. Establish supplier improvement targets in cost, quality, delivery and inventory reduction.

•         Lead all aspects of supplier negotiations, including contract terms, pricing, price redeterminations and performance management.

•         Provide leadership in developing key long term supply contacts to achieve continuous improvement.

•         Manage contract to ensure costs, service and quality requirements are met.

•         Review monthly reports provided by subcontractors summarizing performance in the standards of each contract.

•         Conduct quarterly quality checks through review of reports from each subcontractor to evaluate compliance with performance standards.

•         Conduct monthly formal meetings to review subcontractor’s services, identify new opportunities and address any outstanding concerns or service issues.

•         Conduct annual onsite reviews to audit subcontractor records to ensure that performance standards have been met, utilizing the appropriate audit tool.

What you Contribute?

Education: Bachelor’s degree required; Master’s degree preferred; Certified Federal Contracts Manager (CFCM) preferred.

License: N/A

Knowledge, Skills & Abilities: Five plus (5+) years of experience as a Warranted Contracting Officer, preferably in the services sector, or as a Contracting/Procurement Agent for a government contractor with the authorization to legally obligate the contractor; System for Award Management (SAM) registration updating experience;

Knowledge of DoD Acquisition Regulations, GSAR and General Services Administration (GSA); Knowledge of Freedom of Information Act and Service Contract Act; Knowledge of all FAR and specifically knowledge of commercial items contracts; Must have proven ability to function effectively in an environment of rapid change;

Demonstrate excellent verbal and written communication skills; Prior military experience (Active Duty, National Guard, or Reserves), Military spouse, or Military/government employment exposure highly desired.

Contract requires a candidate that is fluent in English and a U.S citizen
