Job Description

General Summary:  Plan, develop, implement, and manage changes and monitor activities, within Desktop Support, LAN/WAN, Computer Operations, Systems Administration, and Security for Region 5 and subcontractor and vendors.

Duties and Responsibilities

  1. Manages any critical delivery or breakdowns in the operations of data center, desktop support, computer operations, telecommunications, and LAN/WAN staff.

  1. Responsible for reviewing subcontracts with partners and vendors, and enforcing adherence to the contract deliverables.

  1. Develops and implements strategic information systems plans and planning process for the IT function that supports and enhances the goals and objectives established by the VP of IT and Regional Division needs.

  1. Develops annual capital, expense and salary budgets that meet established IT objectives while insuring established budget objectives are delivered on time and within budget.  Produce cost and timeline estimates for RFP responses for the Division.

  1. Insures disaster recovery preparedness and documentation is maintained in a state consistent with business continuity by establishing coordinated testing and updates to the IT Disaster Recovery Plan.  Reviews test results and makes recommendations for plan and recovery process revisions.  Develop client communications when incidents occur to provide an explanation for the event and efforts to prevent a reoccurrence.

  1. Establishes departmental technology training objectives consistent with IT support and strategic direction.

  1. Supervises staff and administers departmental activities.  Meets with staff to provide direction and consultation as necessary.  Performs administrative duties such as salary administration and annual performance appraisals.

  1. Performs mid-range application server capacity studies and upgrade configuration recommendations to support business growth, technology end of life, and IT objectives.

  1. Conducts internal and external audits of IT Systems and Operations related systems and vendors to ensure competent delivery of service to users of the ValueOptions Federal Services organization.

  1. Responsible for the implementation of Information Technology for new Region 5 business and ensuring that the IT needs to support the contract are correctly scoped, priced, and delivered.  Project management, project planning, risk management and escalation, through delivery of services.

  1. Evaluates, recommends, maintains and provides inventory control for all hardware in the Division. Evaluates and recommends physical and application server security for IT initiatives that impact the operational areas of Systems Administration, Document Control, Production Control and Computer Operations.

  1. Makes recommendations for reducing Total Cost of Ownership (TCO), in the areas of Systems and Operations, while improving overall performance and delivery of services. Evaluate new technology, COTS products, solution comparison, and working with procurement and source selection to choose the proper tools.

  1. Coordinate and implement electronic data exchanges and loads (EDI) with external partners, vendors and clients.

Minimum Entry Level Qualifications

  • Bachelors Degree in Information Technology or Computer Science or related field experience.

Years and Type of Relevant Work Experience:

  • Ten (10) years or more of experience managing data center operations, systems administration, systems engineering and voice/data communications preferably in a mid-range IBM environment.  Demonstrated project management experienced.  Healthcare experience preferred.
