General Summary      Assists the Medical Director in providing quality, cost-effective utilization management for mental health and alcohol/drug rehabilitation, through the use of the care authorization and utilization management processes for mental health and drug/alcohol rehabilitation services with primary focus on children and adolescents

Duties and Responsibilities

  1. Assists in the development, implementation, and evaluation of utilization management policies and procedures to support medical management objectives.
  1. Educates physician peer advisors and care managers about utilization management policies and procedures.  Works with medical/clinical staff on outlier management issues and corrective actions.
  1. Assists in developing and evaluating in the collection and analysis of data and formulation of clinical utilization
  1. Provides medical leadership to the clinical provider network and clinical and Intensive Case Management staff.  Participates in and facilitates various utilization and quality management committees, task forces, work groups, and clinical rounds.
  1. Assists in and coordinating the development and design of performance standards,  clinical policies and procedures and utilization management clinical criteria
  1. Assists in monitoring and ensuring compliance with state and federal regulatory requirements as they relate to access and medical care issues.      
  1. Participates in after-hours coverage as required by the Service Center.

Minimum Entry Level Qualifications

  • Education: M.D. or D.O. degree from an accredited medical school with Board Certification in Child and Adolescent Psychiatry by the American Board of Psychiatry and Neurology.  Subspecialty in Forensic Psychiatry and/or Addiction Medicine an advantage. .
  • Licensures:            CT  Medical  License

Years and Type of Relevant Work Experience:

  • Position requires five years of clinical practice in mental health with significant time spent providing services for children and adolescents.  Experience at a mental health facility with inpatient and outpatient care is desirable. Position requires in-depth knowledge of medical care delivery systems, utilization management, quality improvement, peer review, contracting, benefits interpretation, provider relations, and member services.  Knowledge, experience, and demonstrated success in medical/clinical management operations in a managed care environment is preferred.
