About the Position: 

The Proposal Specialist III is responsible for managing and writing responses to basic and complex commercial, health plan, direct-to-state Medicaid, and federal Requests for Proposals (RFPs), Requests for Information (RFIs), capabilities and finalist presentations, off-the-shelf proposals, etc., under strict, non-negotiable deadlines. This individual works collaboratively with senior leadership, marketing, sales, subject matter experts, and consultants across the organization to ensure responses are compliant with proposal requirements, positioned with the agreed-upon strategy, and in line with sales/marketing and corporate messaging and style.

Position Responsibilities: 

  1. Independently project manages, coordinates, and facilitates basic and complex commercial, health plan, direct-to-state Medicaid, and federal business development projects (e.g., RFPs, RFIs, presentations) from initial receipt through delivery in a timely and quality-driven manner
  2. Writes and edits business development language, including answers, executive summaries, presentations, off-the-shelf proposals etc.
  3. Verifies facts, dates, and statistics referenced in department deliverables using standard reference sources, internal resources, and subject matter experts
  4. Provides training to new staff and periodic updates to the Proposal team to ensure staff are kept up-to-date on product enhancements, new content, style guide changes, and formatting requirements
  5. Identifies training opportunities for staff by building relationships with subject matter experts
  6. Consults and collaborates with senior leadership, sales, marketing, product development, subject matter experts, and consultants across the organization to ensure sales positioning is concurrent with sales strategy for each proposal by facilitating and participating in strategy sessions.
  7. Interfaces with sales and finance staff to ensure that pricing is accurately integrated into proposal documents
  8. Organizes responses in compliance with client requirements.
  9. Edits and proofreads documents for content, grammar, style and formatting, including peer review for other department proposals to ensure all questions have been thoroughly and accurately answered.
  10. Responsible for communicating and keeping current regarding all program, technical, product/service enhancements and any other changes as they occur.
  11. Contributes to creating and distributing information on improving processes to team and business partners.
  12. Collaborates with department leadership on special projects and quality initiatives (e.g., professional development and training, standard content maintenance, team workgroups).

Position Requirements: 

Education: Bachelor degree in Technical and Professional Communication, Journalism, Marketing, English, or related field required or an equivalent combination of education and related experience.

Type of Relevant Work Experience: At least five years of knowledge capture and writing experience in marketing and/or proposal development experience required. Knowledge and working experience in a sales communication/marketing environment is required. Knowledge and working experience in marketing or proposal development for health care services is preferred.
